With this ServerStart.bat file it made the server run extremely smooth and lag-less compared to how it was with the ServerStart.bat that comes with the server pack and it provided 0 Server Cant Keep Up errors the entire time I tested it (Was continuously being spammed with Server Cant Keep up errors with the default ServerStart.bat).
The system specs for the computer I want to run the server on are as follows: Windows XP Professional Service Pack 3 x86 (32 bit) Asus P5N32SLISEDEL 2.02 G Motherboard Intel Core 2 Duo Extreme X6800 2.93GHZ 3GB PC-6400 Ram (Not sure of make or model) Seagate Barracuda 7200rpm 160GB SATA 2 HDD Asus Geforce GTX 260 896M Graphics Card Java Version: Java Version 7 Update 25 The computer is an older Alienware Area-51 (before Dell took over) that was given to me, although I dont see why I cannot run a minecraft server on it with no lag.
Firstly, you need the Forge installer, which can be downloaded from the official Forge download page. Once downloaded, launch it and choose option "Install server". If you're installing Forge on a headless server with no graphical interface, run the following command in the directory where you downloaded the jar installer (replace "x.xx.x" with the correct version number for the installer you downloaded):
If you get an error about "Downloading Minecraft server failed, invalid e-tag checksum.", you will need to install a vanilla Minecraft server and then run Forge installer. The vanilla server can be downloaded in its respective page.
Once you started vanilla server (don't forget to change EULA), install Forge and you are done. Now you can launch Forge server by double clicking "forge-version-xx.xx.x.xxxx-version.universal.jar" or using the command below.

In 0.70, many changes to the quest line cause HQM to spend a good amount of time figuring out how to update everything. As this still doesn't work properly, and you are comfortable doing so (make a backup of the world first!) go in and delete the minecraft/saves//HardcoreQuesting/players.dat file. This will reset all players' quest progress (a necessary step for upgrading anyway, see below).
The initial upgrade of a world takes some time, be patient and ignore the HardcoreQuesting errors in the console, they are really just warnings. Keep waiting. My world takes around 5 minutes to upgrade, on a high-end system. Alternatively, you can delete the minecraft/saves//HardcoreQuesting/players.dat file prior to upgrading to speed things up. If you go this route, you can skip the steps to reset the book below, and begin on manual quest completion. Once the world has loaded, pause your game -- there's still things happening in the background and you will notice lag. In my case, I found that waiting a few minutes then restarting Minecraft entirely got rid of that lag.
There seems to be some issue with it matching any color of wool. I was able to get the spawn sheep to work by adjusting the recipe to only accept white wool.
